The hour markers are specially designed to help you feel the time by touch. For example, there is a triangular marker for twelve o'clock, elongated line segments for three, six and nine o'clock, and shorter line segments for the other markers.

You can tell the time by touch by moving your finger over the raised hour markers and feeling the position of the ball bearings. If a ball bearing shifts, you can simply shake your wrist to return them to the correct position.
